Conditional Approval
Structure is in AE Flood Zone with Base Flood
Elevation (BFE) 8' NGVD29 per FEMA map panel 936K.
Design Flood Elevation is 9' NGVD29.
Permit 22301227 for new single-family construction
is approved with the following conditions:
1. Approval is for the proposed scope of work and
plans ONLY. No other work on this permit.
2. The finished floor of any habitable, finished
or temperature controlled enclosed area must be
elevated to or above DFE.
3. All electrical and mechanical machinery
servicing the building must be located at or above
DFE including the electric meter, A/C and all duct
work. (Only exemption is elevator equipment that
must be below BFE)
4. Construction must be anchored to resist
flotation, lateral movement and collapse during or
as a result of conditions of the Base Flood.
5. All materials, components and finishes below
DFE must be Flood Damage Resistant and not
affected by salt water flooding per FEMA Technical
Bulletin 2.
6. Enclosure(S) Below DFE:
a. Must be used solely for Building Entry, Limited
Storage And/Or Parking.
b. Is limited to no more than 299 Sq Ft of
enclosed area measured from exterior dimensions
(Excluding elevator square footage per Monroe
County Policy).
c. Enclosure must have a minimum of two
openings/flood vents on separate walls having a
net opening (Exclude areas of the flood opening
obstructed by louvers/covers) of not less than one
square inch per square foot of enclosed space. The
bottom of openings must be within 1 foot of
adjacent grade. The entire opening must be at or
below DFE.
d. Only one duplex electrical receptacle, which
must be GFI protected, is allowed below DFE In
each enclosed area.
e. No temperature control or plumbing serving the
enclosure allowed.
f. Interior may be finished with Class 4 Or 5
exterior finishes only. Allowable materials are
not to be used in such a way that would prevent
the enclosure from drying or being cleaned after a
flood event.
g. The elevator cab and other elevator components
that must be below BFE must be Flood Damage
Resistant. Refer to FEMA Technical Bulletin 4.
Elevator shaft must be vented or constructed to
withstand structural damage from base flood event.
7. Elevation Certificate required within 21 days
of establishing Lowest Habitable Floor Elevation.
If not received no further inspections authorized.
8. Elevation Certificate of finished construction
is required prior to final inspection.
Construction is finished once all electrical and
mechanical equipment is installed, all finishes
completed, all vents and respective covers
installed and final grading completed.
9. An Enclosure Inspection is required prior to
final inspection. All work on enclosure(s) must be
completed and enclosure(s) must be empty of all
but permanent elements in order to be inspected.
10. Any deviation requires prior Floodplain
approval.
ACCORDING TO SEC. 114-163-WATERFRONT LIGHTING.
ALL OUTDOOR LIGHTING WITHIN 25 FEET OF ANY BODY OF
WATER SHALL BE CUTOFF LIGHTS AND SHALL NOT EXCEED
18 FEET ABOVE GRADE.
PER SEC. 114-161-MAXIMUM ILLUMINATION. ALL OUTDOOR
LIGHTING SHALL BE DESIGNED AND LOCATED SUCH THAT
THE MAXIMUM ILLUMINATION MEASURED IN FOOT-CANDLES
AT THE PROPERTY LINE SHALL NOT EXCEED THREE-TENTHS
FOOT-CANDLE FOR NON-CUTOFF LIGHTS AND 1.5
FOOT-CANDLES FOR CUTOFF LIGHTS.
Work in the right of way requires coordination
with the Monroe County Public Works & Engineering
Division. Work performed within the right of way
may require a separate permit or approval in
addition to a permit issued by the Monroe County
Building Department and /or the utilities. It is
the responsibility of the owner to obtain all
required permits before starting work. Failure to
obtain a right of way permit when required may
result in work stoppages or penalties.
