Permit 17304504 for new single-family residence is
approved with the following conditions:
1. Approval is for proposed scope of work ONLY. No
other work on this permit.
2. The bottom of the lowest horizontal structural
member (excluding grade beams/auger pads) must be
at or above DFE. Top of grade beams must be at or
below natural grade.
3. All electrical and mechanical machinery
servicing the building (excluding elevator
equipment/cab that must be below DFE), including
the electric meter, a/c and all duct work, must be
located at or above DFE. elevator: the elevator
cab and other elevator components that must be
below DFE must be flood damage resistant. refer to
FEMA Technical Bulletin 4.
4. Construction must be anchored to resist
flotation, lateral movement and collapse
(excluding breakaway walls) during or as a result
of conditions of the Base Flood.
5. Lateral plumbing: any plumbing lines running
laterally either must be below grade or above DFE.
6. All materials, components and finishes below
DFE must be flood damage resistant and not
affected by salt water flooding per FEMA technical
bulletin 2.
7. Concrete slab
a. Must be no more than 4 inches thick
b. Must have isolation joints at columns and grade
beams.
c. Must be frangible & may not have reinforcement
of any kind (no steel or wire mesh or fiber mesh)
8. Enclosure(s) below DFE:
a. Must be used solely for building entry, limited
storage and/or parking.
b. Is limited to no more than 299 sq ft of
enclosed area measured from exterior dimensions
(excluding elevator square footage per Monroe
County policy).
c. Enclosure walls must be breakaway per V Zone
Certificate. Breakaway walls and frangible ground
slabs must have joint detailing between breakaway
and non-breakaway elements. Elevator shaft is not
breakaway.
d. Enclosure must have a minimum of two
openings/flood vents on separate walls having a
net opening (exclude areas of the flood opening
obstructed by louvers/covers) of not less than one
square inch per square foot of enclosed space. The
bottom of openings must be within 1 foot of
adjacent grade. The entire opening must be at or
below DFE. Please note that the breakaway wall
design for this structure was approved the Rick
Griffin, Building Official.
e. No plumbing pipes or electric
wiring/outlets/switches may go through or be
attached to a breakaway wall or interfere with
function of breakaway wall.
f. Only one duplex electrical receptacle, which
must be GFI protected, is allowed below DFE in
each enclosed area.
g. No temperature control or plumbing serving the
enclosure allowed.
9. Elevation Certificate required within 21 days
of establishing elevation of the bottom of the
lowest above grade horizontal structural member,
if not received no further inspections authorized.
10. Elevation Certificate of finished construction
is required prior to final inspection.
Construction is finished once all electrical and
mechanical equipment is installed, all finishes
completed, all vents and respective covers
installed and final grading completed.
11. An enclosure inspection is required prior to
final inspection. All work on enclosure(s) must be
completed and enclosure(s) must be empty of all
but permanent elements in order to be inspected.
Work in the right of way requires coordination
with the Monroe County Public Works & Engineering
Division. Work performed within the right of way
may require a separate permit or approval in
addition to a permit issued by the Monroe County
Building Department and /or the utilities. It is
the responsibility of the owner to obtain all
required permits before starting work. Failure to
obtain a right of way permit when required may
result in work stoppages or penalties.

correct unpermitted deviations to the original
