Floodplain Management: Floodplain Management:
Located in SFHA zone AE 8 with a design flood
elevation (DFE) of 9 feet NGVD. This is a Post
FIRM SFR with a permitted lower enclosure that is
non-conforming to current AE zone regulations.
There may be non-conformities to this structure
that do not currently conform to the current
regulations. All structures are subject to the
Substantial Improvement/Substantial Damage
regulations, more commonly known as the 50% rule.
This permit for $180,000.00 represents a 97.1%
improvement which is substantial. Since
substantial improvements are treated the same as
new construction, pursuant to Code section
122-3(a), any existing non-conformities must be
addressed. Fortunately, the elevated part of the
house is above the DFE. A pre-permitting
inspection of the ground level was performed on
8/23/18 and the owner was notified of the
corrections required.
Contractor has updated his scope of work to
include the following:
1. There is electric below the elevated building
that is below the design flood elevation(DFE) of 9
feet NGVD. According to the elevation certificate
on file, grade is at 2.7 feet so the meter and any
other electric component servicing the home must
be a minimum of 6.3 feet above grade. I have
attached some pics of some of the exterior
electric measurements.
2. There is electric in the enclosure that is
below the DFE. Any outlet inside the enclosure
must be GFI protected and only one such outlet and
switch may be below the DFE of 9 feet which is
approximately 5.97 feet above the slab(we do not
have a specific slab elevation on record so I
assumed a 4 inch slab). If you think the slab may
be higher than that, you can have a surveyor give
us a letter stating the specific slab elevation
and I can modify these requirements accordingly.
3. The built in electric fan in the enclosure is
to be removed and the location repaired
4. The AC condensing unit will need to be elevated
at least 6.3 feet above grade.
5. The cistern pumps are be allowed to remain on
grade outside the enclosure but must be anchored
and must meet current requirements for equipment
below the DFE as not vulnerable to flood water
inundation.
A 157(FEMA compliance) inspection is required to
be performed by the County(not a private provider)
to demonstrate that this has been done, and this
inspection will include a detailed inspection with
photos of the exterior of the home as well as the
inside of the ground level enclosure. These photos
must be forwarded to the Floodplain office and
approved. Any nonconformity discovered will be
required to be corrected.
Prior to closing this permit a new finished
construction elevation certificate must be
submitted and approved by the Floodplain office.
