Floodplain:" Located in SFHA zone AE 10 with a
design flood elevation(DFE) of 11 feet NGVD. This
is a Post FIRM stilt SFR. According to the
elevation certificate submitted by the applicant,
the home is at the correct elevation. However,
there may be some nonconformities to this
structure that do not currently conform to the
current regulations. Nonconforming structures are
subject to the Substantial Improvement/Substantial
Damage regulations, more commonly known as the 50%
rule. This improvement in the amount of $25,250
combined with open, overlapping and concurrent
permits(18105580, 19103001, 1913811, 19104039 and
2010559) total $109,400 and represent a 55.6%
improvement and is therefore substantial. Since
substantial improvements are treated the same as
new construction, all existing nonconformities
must be addressed. The elevated part of the house
is above the DFE. Any nonconformities such as AC
elevation or meter must be corrected prior to
closing this permit. The following conditions
apply:
1. Elevate any utility that services the home to
or above the design flood elevation of 11 feet
NGVD. This can include meters, condensing units,
water heaters, if any etc. The grade elevation is
4.1 feet so all utilities servicing the home must
be at or above 6.9 feet above grade or higher.
2. A 157(FEMA compliance) inspection is required
to be performed by the County(not a private
provider) to demonstrate that this has been done..
3.Prior to closing this permit a new finished
construction elevation certificate must be
submitted and approved by the Floodplain office.
The certificate dated 3/16/2020 could be modified
by the surveyor to also include the elevation of
the electric meter, which must be at or above the
DFE, OR once elevated, a new certificate must be
submitted and approved by the Flood office
