PERMIT APPROVAL FOR HABITAT RESTORATION AS PER
APPROVED PLANS.
BIOLOGIST APPROVAL 11-29-21 TD WITH CONDITIONS:
1. PERMIT FOR RESTORATION OF NATIVE VEGETATION AS
INDICATED ON APPROVED PLANS, NO OTHER WORK.
2. REQUIRED PLANTING SPECIES, SIZES, AND DENSITY
SHOWN ON APPROVED RESTORATION PLAN.
3. ALL PLANT MATERIAL MUST BE NATIVE SPECIES
APPROPRIATE FOR THE HABITAT. ANY SUBSTITUTIONS
MUST BE APPROVED BY THE BIOLOGIST PRIOR TO
INSTALLATION.
4. ALL PLANT MATERIAL SHALL CONSIST OF VIABLE
NURSERY STOCK AS DEFINED IN CHAPTER 581.142 F.S.
AND SHALL MEET FLORIDA #1 STANDARDS IN ACCORDANCE
WITH THE FLORIDA DEPARTMENT OF AGRICULTURE AND
CONSUMER SERVICES "GRADES AND STANDARDS FOR
NURSERY PLANTS".
5. INITIAL PLANTING INSPECTION (#880) REQUIRED AT
COMPLETION OF THE RESTORATION PLANTING AND
ANNUALLY FOR THE FOLLOWING THREE YEARS, INCLUDING
“RESTORE PLANTING YR 1” (#881), “RESTORE PLANTING
YR 2” (#882), AND “FINAL RESTORE PLANTING YR 3”
(#883); THE FINAL INSPECTION AT THE END OF THE
THIRD YEAR CAN ONLY BE APPROVED IF THREE
CONSECUTIVE INSPECTIONS HAVE BEEN APPROVED.
6. AT LEAST 80 PERCENT OF THE PLANTED VEGETATION
MUST BE VIABLE AT THE END OF THE THREE-YEAR PERIOD
FROM THE DATE OF THE FIRST PASSED INSPECTION OF
THE RESTORATION WORK. DEAD OR DYING TREES MAY BE
REPLACED, SUBJECT TO PRIOR APPROVAL BY THE COUNTY
BIOLOGIST, DURING THE THREE-YEAR PERIOD IN ORDER
TO ENSURE THE 80 PERCENT MINIMUM IS MET AT THE END
OF THREE YEARS. THE COUNTY BIOLOGIST MAY DIRECT
THAT DEAD OR DYING TREES BE REPLACED AS HE OR SHE
DEEMS NECESSARY TO ENSURE THE 80 PERCENT STANDARD
WILL BE MET AT THE END OF THREE YEARS.
7. ALL CATEGORY I AND II INVASIVE EXOTIC PLANTS
SHALL BE CONTINUOUSLY (MINIMUM OF EVERY 3 MONTHS)
REMOVED FROM THE SITE USING HAND TOOLS ONLY; NO
MECHANICAL REMOVAL IS AUTHORIZED.
8. UNTREATED ORGANIC MULCH MAY BE APPLIED AROUND
PLANTINGS AT THE TIME OF INSTALLATION ONLY, TWO TO
THREE INCHES (2”-3”) DEEP; THE ADDITION OF NEW
MULCH IS PROHIBITED AFTER THE INITIAL INSPECTION.
9. ALL DEBRIS MUST BE PROPERLY DISPOSED OF.
PLANNING DEPARTMENT DID NOT REVIEW THIS
APPLICATION.
THERE MAY BE DEVELOPMENT AND/OR LAND USE ISSUES
ON THE SITE THAT ARE NO LONGER IN COMPLIANCE WITH
A COUNTY REGULATION(S) OR ESTABLISHED UNLAWFULLY
WITHOUT THE BENEFIT OF PROPER APPROVALS.
APPROVAL OF THIS PERMIT DOES NOT DEEM ALL
DEVELOPMENT AS CONFORMING OR DEEM UN-LAWFUL
DEVELOPMENT AS LAWFUL. THE GROWTH MANAGEMENT
DIVISION RESERVES THE RIGHT TO REQUIRE THAT SUCH
DEVELOPMENT BE BROUGHT INTO COMPLIANCE THROUGH THE
PROPER APPROVAL PROCESS
OR TERMINATED UPON FUTURE DISCOVERY.
Work in the right of way requires coordination
with the Monroe County Public Works & Engineering
Division. Work performed within the right of way
may require a separate permit or approval in
addition to a permit issued by the Monroe County
Building Department and /or the utilities. It is
the responsibility of the owner to obtain all
required permits before starting work. Failure to
obtain a right of way permit when required may
result in work stoppages or penalties.
