FLOODPLAIN MANAGEMENT APPROVAL: Located in SFHA
zone AE 8 with a design flood elevation(DFE) of 9
feet NGVD
This is a Post FIRM SFR with a nonconforming lower
enclosure. There may be other nonconformities as
well such as meter elevation or AC elevation.
Nonconforming structures are subject to the
Substantial Improvement/Substantial Damage
regulations, more commonly known as the 50% rule.
This improvement in the amount of $115,000 is a
71.1% improvement and therefore substantial. Since
substantial improvements are treated the same as
new construction, all existing nonconformities
must be addressed. The elevated part of the house
is above the DFE. Any nonconformities such as AC
elevation or meter must be corrected prior to
closing this permit. The following conditions
apply:
1. Elevate any utility that services the home to
or above the design flood elevation of 9 feet
NGVD. This can include meters, condensing units,
the water heater in the enclosure etc.
2. A 157(FEMA compliance) inspection is required
to be performed by the County(not a private
provider) to demonstrate that this has been done,
and this inspection will include a detailed
inspection with photos of the exterior of the home
as well as the inside of the ground level
enclosure. These photos must be forwarded to the
Floodplain office and approved. Any nonconformity
discovered will be required to be corrected(such
as no partitions, finishes, plumbing, mechanical,
habitation etc.. Grade is elevated to 2.6 feet so
all but one GFI outlet and light switch in the
enclosure must be 6.1 feet above grade.
3. The 157 inspection will also verify the water
heater is 6.1 feet above grade as well as the
electric meter and AC.
4. .Prior to closing this permit a new finished
construction elevation certificate must be
submitted and approved by the Floodplain office.
