FLOODPLAIN MANAGEMENT APPROVAL:
Located in SFHA zone AE 8 with a design flood
elevation(DFE) of 9 feet NGVD
This is a Post FIRM SFR with a large enclosure
that was permitted with the house in 1980 and
contained a convenience bath, which is
nonconforming to current code. Nonconforming
structures are subject to the Substantial
Improvement/Substantial Damage regulations, more
commonly known as the 50% rule. The Building
Official has approved a private appraisal based on
the condition of the home prior to Hurricane Irma,
giving the depreciated building value on the cost
approach page of $237,986.This permit, combined
with concurrent permit# s 18106387, 18105465,
18103376, 18102622, and 19100288 ) total $133,050
and represent a 55.9% improvement which is still
substantial. ( if we use the little cost breakdown
that was somehow attached to the appraisal, of
$136,000 then that is 57.1%). Since substantial
improvements are treated the same as new
construction, all existing nonconformities must be
addressed. The elevated part of the house is above
the DFE. Any nonconformities such as AC elevation,
meter elevation and lower enclosure must be
brought into compliance.
The following conditions apply to this permit:
1. Any utility servicing the elevated home must be
brought up to the DFE or higher. There is no
elevation certificate on file for this home, but
preconstruction grade was elevated to 3.53 feet
NGVD so the air conditioner, electric meter and
any other equipment must be at least 5.47 feet
above grade. Since this estimate of elevation is
based only on a old survey, If the final elevation
certificate demonstrates any utility or equipment
is below the DFE, the item will have to be
elevated further to comply with the code.
2. The ground level enclosed area must be brought
in to compliance. The only opaque walls that are
allowed to remain is the original 483 square foot
enclosure. No other walls, façade walls, garage
doors etc are allowed under the home
3. In the 483 square foot permitted enclosure,
demo all interior partitions including closets and
stud walls.
4. Demo the bathroom fixtures, plumbing, counters,
cabinets and concrete over any opening in the
floor and remove any such pipe from the walls.
Demo any washer or dryer or water heater and the
associated hookups
5. Demo any remaining wall finish at least to the
DFE of 9 feet which is 5.47 feet above grade. See
note # 1 above concerning final elevation
certificate
6. Elevate all but one GFI outlet and necessary
light switch above the DFE of 9 feet which is 5.47
feet above grade. See note # 1 above concerning
final elevation certificate
7. Demo any air conditioning servicing the
enclosure and repair the location including wall
units, window units, thermostats, vents, ducts,
air handlers etc( if any)
8. Demo any additional furniture, appliances,
cabinets, or counters.
9. Install a minimum of 483 net square inches of
flood venting in the remaining opaque, exterior
walls. There must be at least 2 vents and all
vents cannot be located on the same wall. The
bottom of the vents can be no higher than 12
inches above grade. If louver covers are applied,
additional venting could be required.
*********Prior to closing this permit a 157
inspection of the ground level area must be
performed and photos provided to the Floodplain
office for approval

construction elevation certificate must be
submitted and approved by the Floodplain office.

MUST HAVE THE AFFIXED PERMANENT LABELS PROVIDED BY
THE PRODUCT APPROVAL HOLDER. THE LABELS MUST NOT
BE REMOVED PRIOR TO THE FINAL INSPECTIONS OR A
CERTIFICATE, IF APPLICABLE. APPROVED SITE SPECIFIC
DESIGN PRESSURES AND MANUFACTURE SPECIFICATIONS
MUST BE ON SITE FOR INSPECTIONS.
IF LABELS ARE REMOVED, THE INSPECTION WILL FAIL.

with the Monroe County Public Works & Engineering
Division. Work performed within the right of way
may require a separate permit or approval in
addition to a permit issued by the Monroe County
Building Department and /or the utilities. It is
the responsibility of the owner to obtain all

result in work stoppages or penalties.
