Sec. 114-160. Outdoor Lighting Standards.
Outdoor lighting, other than that used for public

and mounted at a maximum height of eighteen (18)
feet for noncutoff lights and thirty-five (35)
feet for cutoff lights. All lighting shall be
shielded so that light does not illuminate above
45° angled towards the ground.
Outdoor lighting for public athletic facilities
may be designed, located, and mounted up to a
maximum of seventy (70) feet in height. Except for
fields designated as public athletic facilities,
little league fields shall be mounted to a maximum
of sixty (60) feet in height at the Key Largo
Community Park.
Sec. 114-161. Maximum Illumination.
Outdoor lighting shall be designed and located
such that the maximum illumination measured in
footcandles at the property line shall not exceed
0.3 footcandles for noncutoff lights and 1.5
footcandles for cutoff lights. If illumination is
desired or required for nonresidential or
multifamily (3 or more units) residential
development, site plans shall include photometric
lighting plans
4. ANY DEVIATIONS SHALL REQUIRE PRIOR PLANNING
APPROVAL.

Floodplain Management: Corrections submitted.
Located in SFHA zone AE 8 with a design flood
elevation (DFE) of 9 feet NGVD. Floodplain review
of new stilt SFR with a 294 square foot lower
enclosure with the following conditions:
1) The first finished floor of any habitable
enclosed area must be elevated to or above DFE of
9 feet NGVD. The Florida Building Code changed on
January 1, 2018 to require a foot of free-board
for residential structures.
2) All electrical and mechanical machinery
servicing the building, including the electric
meter, elevator equipment, condensing unit and all
duct work, must be located at or above DFE. Grade
is 4.7 feet, so the meter and all other utilities,
mechanical and electric must be 4.3 feet above
grade.
3) Construction must be anchored to resist
flotation, lateral movement and collapse during or
as a result of conditions of the base flood.
4) All materials, components and finishes below
DFE must be flood damage resistant per FEMA
Technical Bulletin 2.
5) Elevation certificate required within 21 days
of establishing finished floor elevation, if not
received, no further inspections authorized.
6) Elevation certificate of finished construction
is required prior to certificate of occupancy.
Must include elevation of electric meter.
7) Structure and stairs must be anchored to resist
flotation, permanent lateral movement, and
collapse during conditions or as a result of the
base flood.
Enclosure:
Flood approval for a 294 square foot AE zone
enclosure for limited storage, parking or entry
only. No habitation, finishes, plumbing,
mechanical, utilities allowed. Minimum electric
only. Only one electrical outlet, which must be
GFCI protected, is allowed below DFE. Light
switches must be water resistant and on own ground
fault interrupt circuit breaker.
No temperature control allowed. Walls must be
vented in accordance with Monroe County Floodplain
Ordinance with a net opening of 1 square inch for
every 1 square foot of enclosed space. Enclosure
must have a minimum of two openings on separate
walls. The bottom of the openings must be within 1
foot of adjacent grade. The entire opening must be
at or below BFE. Enclosure may not exceed 299.00
square feet, when measured from finished exterior
dimensions. Should the final inspection
demonstrate the enclosure exceeds 299.00 square
feet, the permit cannot be closed until the
enclosure size is reduced. Enclosure must be used
solely for building entry, limited storage and /or
parking. It cannot be used for habitation/living
space of any kind.
An approved final enclosure inspection is required
prior to closing permit by a Monroe County
Inspector with photos provided to the Floodplain
Coordinator for approval. All work on enclosure
must be completed and the enclosure must be empty
of all but permanent elements in order to be
inspected. SM
