Floodplain Review 2/4/2022: Construction of a
295-sf ground floor enclosure under a relatively
new elevated post-FIRM residence with the Special
Flood Hazard Area and a FEMA designated AE-11
flood zone.
1. Enclosure below DFE: must be used solely for
building entry, limited storage and/or parking. It
cannot be used for habitation/living space of any
kind. Enclosure must have a minimum of two
openings on separate walls having a net opening of
not less than one square inch per square foot of
enclosed space. The bottom of openings must be
within 1 foot of adjacent grade. The entire
opening must be at or below DFE. Only one
electrical outlet, which must be GFI protected, is
allowed below DFE. Light switches must be water
resistant and on its own ground fault interrupt
circuit breaker. No temperature control allowed.
2.Final inspection will require a Finished
Construction phase Elevation Certificate, with the
ICC flood vent certification attached, with the
certificate reviewed and approved for acceptance
by the County’s floodplain management staff. Final
floodplain compliance approval will include the
main house having the first finished floor at or
above the DFE, as well as ground floor enclosure
requirements having been achieved. SF

Division. Work performed within the right of way
may require a separate permit or approval in
addition to a permit issued by the Monroe County
Building Department and /or the utilities. It is
the responsibility of the owner to obtain all
required permits before starting work. Failure to
obtain a right of way permit when required may
result in work stoppages or penalties.
