Floodplain Management: Located in SFHA zone AE 11
with a design flood elevation(DFE) of 12 feet
NGVD.
This Post FIRM Stilt SFR is at a the correct
elevation but there may be some nonconformities
below the house( ie meter elevation, enclosure
venting etc. Nonconforming structures are subject
to the substantial improvement/substantial damage
regulations, more commonly known as the 50% rule.
This permit in the amount of $284,397 represents a
46.0% improvement and is deemed nonsubstantial.
Per our policy, any such repair or improvement
that exceeds 25% requires that the contractor
submit a notarized affidavit and cost breakdown
for the work. Cost breakdown and both affidavits
in file. Please note that since this is very close
to the substantial threshold, any additional
revisions or permits could bring the overall
improvement to or above 50%. in that case,
additional permit conditions will be added. This
permit is approved for major renovations to this
home, including replacing a garage door. The
ground level enclosure of 1058 square feet was
permitted and is being brought into full
compliance. Enclosure for limited storage, parking
or entry only. No habitation, finishes, plumbing,
mechanical, utilities allowed. Minimum electric
only. Only one electrical outlet, which must be
GFI protected, is allowed below DFE. All other
outlets or panels must be at least 5.5 feet above
the slab. Light switches must be water resistant
and on its own ground fault interrupt circuit
breaker. No temperature control allowed. Walls
must be vented in accordance with Monroe County
Floodplain Ordinance with a net opening of 1
square inch for every square foot of enclosed
space. Enclosure must have a minimum of two
openings on separate walls having a net opening of
not less than one square inch per square foot of
enclosed space. The bottom of openings must be
within 1 foot of adjacent grade. The entire
opening must be at or below BFE. There is a small
storage room that is partitioned from the rest of
the enclosure. Those partitions may remain. That
enclosure must also have vents in at least 2
separate walls. Any vent that is not on an
exterior wall of the enclosure will not count
towards the required net open area. Enclosure must
be used solely for building entry, limited storage
and/or parking. It cannot be used for
habitation/living space of any kind. A 155
inspection of the enclosure is being added to this
permit. Enclosure inside and out must be
accessible to the inspector- MW

Sec. 114-160. Outdoor Lighting Standards.
Outdoor lighting, other than that used for public
athletic facilities, shall be designed, located,
and mounted at a maximum height of eighteen (18)
feet for noncutoff lights and thirty-five (35)
feet for cutoff lights. All lighting shall be
shielded so that light does not illuminate above
45° angled towards the ground.
Outdoor lighting for public athletic facilities
may be designed, located, and mounted up to a
maximum of seventy (70) feet in height. Except for
fields designated as public athletic facilities,
little league fields shall be mounted to a maximum
of sixty (60) feet in height at the Key Largo
Community Park.
Sec. 114-161. Maximum Illumination.
Outdoor lighting shall be designed and located
such that the maximum illumination measured in
footcandles at the property line shall not exceed
0.3 footcandles for noncutoff lights and 1.5
footcandles for cutoff lights. If illumination is
desired or required for nonresidential or
multifamily (3 or more units) residential
development, site plans shall include photometric
lighting plans
5. ANY DEVIATIONS SHALL REQUIRE PRIOR PLANNING
APPROVAL.
