Sec. 114-160. Outdoor Lighting Standards.
Outdoor lighting, other than that used for public
athletic facilities, shall be designed, located,
and mounted at a maximum height of eighteen (18)
feet for noncutoff lights and thirty-five (35)
feet for cutoff lights. All lighting shall be
shielded so that light does not illuminate above
45° angled towards the ground.
Outdoor lighting for public athletic facilities
may be designed, located, and mounted up to a
maximum of seventy (70) feet in height. Except for
fields designated as public athletic facilities,
little league fields shall be mounted to a maximum
of sixty (60) feet in height at the Key Largo
Community Park.
Sec. 114-161. Maximum Illumination.
Outdoor lighting shall be designed and located
such that the maximum illumination measured in
footcandles at the property line shall not exceed
0.3 footcandles for noncutoff lights and 1.5
footcandles for cutoff lights. If illumination is
desired or required for nonresidential or
multifamily (3 or more units) residential
development, site plans shall include photometric
lighting plans
2. ANY DEVIATIONS SHALL REQUIRE PRIOR PLANNING
APPROVAL.
3. WORK NOT SPECIFIED IN THIS APPLICATION MAY NOT
BE CARRIED OUT WITHOUT ADDITIONAL PRIOR PLANNING

Floodplain Management: Located in SFHA zone VE 12
with a design flood elevation (DFE) of 13 feet
NGVD. Floodplain approval for a new stilt
manufactured home, with a lower enclosure, with
the following conditions:
1) The bottom of the lowest horizontal structural
member must be elevated to or above DFE of 13 feet
NGVD. Pursuant to 122-3(f) - components are
required to be placed at the bare minimum height
levels, and it is always recommended to go higher
if possible.
2) All electrical and mechanical machinery
servicing the building, including the electric
meter, elevator equipment, condensing unit and all
duct work, must be located at or above DFE. Grade
is at 4.7 feet so the meter and all other
utilities, mechanical and electric must be 8.3
feet above grade.
3) V zone certificate & design calculations in
file demonstrating the construction is anchored to
resist flotation, lateral movement and collapse
during or as a result of conditions of the base
flood.
4) All materials, components and finishes below
DFE must be flood damage resistant per FEMA
Technical Bulletin 2.
5) Elevation certificate required within 21 days
of establishing bottom of the beam elevation, if
not received - no further inspections authorized.
6) Elevation certificate of finished construction
is required prior to certificate of occupancy.
Must include elevation of electric meter and A/C.
7) Structure and stairs must be anchored to resist
flotation, permanent lateral movement and collapse
during conditions or as a result of the base
flood.
8) Because applicant has only placed lowest
horizontal structural member (LHSM) a tenth of a
foot above DFE, it is strongly recommended an
"Under Construction" Elevation Certificate be
provided to insure that the LHSM is at the correct
elevation.
Enclosure:
1) Per plans, 163 square foot V zone enclosure for
limited storage, parking or entry only.
2) No habitation, finishes, plumbing, mechanical,
utilities allowed. Only one GFCI and necessary
light switch may be located below the DFE. Walls
are designed to withstand wind-force but fail
before maximum flood force. No electric or
utilities may be placed in/on breakaway walls.
3) Per FBC, as of 01/01/2018 - walls must be
vented in V zone enclosures, with a net opening of
1 square inch for every 1 square foot of enclosed
space. Enclosure must have a minimum of two
openings on separate walls. The bottom of the
openings must be within 1 foot of adjacent grade.
The entire opening must be at or below BFE. Per
plans, adequate venting provided.
4) No temperature control allowed.
4) V zone certificate in file demonstrating the
construction is anchored to resist flotation,
lateral movement and collapse during or as a
result of conditions of the base flood and that
the walls of the enclosure will fail during base
flood conditions.
5) All materials, components and finishes below
DFE must be flood damage resistant per FEMA
Technical Bulletin 2.
6) Enclosure may not exceed 299.00 square feet
when measured from finished exterior dimensions.
Should the final inspection/elevation certificate
demonstrate the enclosure exceeds 299.00, no
certificate of occupancy will be issued until the
enclosure size is reduced. Enclosure must be used
solely for building entry, limited storage and/or
parking. It cannot be used for habitation/living
space of any kind.
An approved final enclosure inspection is required
prior to closing permit by a Monroe County
Inspector with photos provided to the Floodplain
Coordinator for approval, prior to Certificate of
Occupancy. All work on enclosure must be completed
and the enclosure must be empty of all but
permanent elements in order to be inspected. SM
