Floodplain Management: Located in SFHA zone AE 10
with a design flood elevation of 11 feet NGVD.
This is a Post FIRM Stilt house with a
nonconforming enclosure. Per EC provided, the
elevated portion of the SFR is at the correct
elevation. Pursuant to section 122-4(a)(9) “
...illegal or nonconforming uses, structures, and
construction below elevated post-firm buildings
shall not be expanded or improved or repaired from
damages of any origin and no building permit shall
be issued for any improvements to below base flood
enclosures, other than for demolition or a permit
to remedy a life safety hazard, unless the
structure is brought into compliance with this
chapter.” Per MW, property owner can keep lower
enclosure at permitted size of 818 square feet,
but all non-conformities have to be addressed.
Corrections submitted. This SFR was deemed
substantially damaged after Hurricane Irma, and
this application is to rebuild the stilt SFR to
current FBC. Adjusted value of building is
$240,005 and this permit alone total $122,076
which is a 50.8% improvement and therefore
substantial. A roof permit is still required,
which will increase total cost. Since substantial
improvements are treated the same as new
construction, pursuant to Code section 122-3(a),
any existing non-conformities must be addressed:
1. Demo all interior opaque walls including studs
as shown on the approved floor plan. This includes
closets, interior partitions, etc. If a finish is
desired to be below DFE, the finish must be Class
4 or Class 5. In addition, interior finish cannot
impede venting. The result will be a large,
unpartitioned room of approximately 818 square
feet.
2. Demo all plumbing, pipes, waterlines, fixtures,
and counters. Remove or concrete over any exposed
plumbing/drains.
3. Demo any air conditioning component that is
servicing the enclosure and repair the location.
4. Demo all furniture, appliances, washer, dryer
and cap off electric and plumbing.
5. Demo any drywall on the remaining walls to at
least the design flood elevation of 11 feet which
is 8.3 feet above grade, which is 2.7 feet NGVD.
6. Remove or elevate all remaining electric at
least 8.3 feet above grade with the exception of
one light switch and one GFCI, which may be below
the design flood elevation
7. Install a minimum of 818 net square inches of
flood venting in the remaining opaque, exterior
walls. There must be at least 2 vents and all
vents cannot be located on the same wall. The
bottom of the vents can be no higher than 12
inches above grade. If louver covers are applied,
additional venting could be required.
******In addition to the required building
inspections, a FEMA compliance reinspection is
also required for all ground level components
(inspection type 157). This final inspection must
includes detailed photos of all the items noted
above. These photos must be forwarded to the
Floodplain Coordinator for final approval prior to
closing this permit.
****Also prior to closing this permit a new
finished construction elevation certificate must
be forwarded to the Floodplain Coordinator for
final approval.
All electrical and mechanical machinery servicing
the building, including the electric meter,
elevator equipment, condensing unit and all duct
work, must be located at or above DFE, which is
8.3 feet above grade. Construction must be
anchored to resist flotation, lateral movement and
collapse during or as a result of conditions of
the base flood. All materials, components and
finishes below DFE must be flood damage resistant
per FEMA Technical Bulletin 2. Structure and
stairs must be anchored to resist flotation,
permanent lateral movement, and collapse during
conditions or as a result of the base flood.
This approval does not deem to confer lawful
status to any unpermitted improvements on this
parcel. Approval of this permit does not guarantee
future permits, unless such permits addressed and
corrected any existing non-conformity. This permit
is approved and deemed substantial. - SM
