RECIEVED CALL BACK FROM ALLEY M. FROM PRIME HOMEBUILDERS (AKA PRIME GROUP). HE STATES THAT THE COMPANY WILL DO EVERYTHING IN THEIR POWER TO CORRECT THE PROBLEM. ALLEY STATED THAT MORE VEGETATION AND LOUVERS WILL BE ADDED TO THE CHILLER ROOM AND THAT THAT SHOULD REDUCE THE NOISE. |

TELEPHONE CALL TO "PRIME HOMEBUILDERS", GENERAL CONTRACTOR FOR "PLAYA LARGO". I CALLED TO REQUEST AN EMAIL ADDRESS TO CC THE GENERAL CONTRACTOR ON AN EMAIL MESSAGE WHICH WILL BE SENT TO THE BUILDING DEPARTMENT PLANS EXAMINER TO MAKE THEM BOTH AWARE OF THE NATURE OF THE COMPLAINT AND IN AN EFFORT TO FIND A SOLUTION TO THE NOISE PROBLEM. I WAS TRNASFERRED TO A PERSON BY THE NAME OF ALI. LEFT MESSAGE ON ANSWERING MACHINE. |

RECEIVED TELEPHONE CALL FROM COMPLAINANT. HE STATES THAT THE CASE SHOULD BE TREATED AS A “NUISANCE COMPLAINT”. EXPLAINED TO COMPLAINANT THAT THERE WAS NOT MUCH THAT COULD BE DONE FROM OUR DEPARTMENT AT THIS TIME SINCE THE CHILLER HAD BEEN INSTALLED WITH A PERMIT AND THE RESORT WAS STILL UNDER CONSTRUCTION. TOLD COMPLAINANT THAT A DECIBEL METER WOULD NOT REGISTER THE NOISE AT ILLEGAL LEVELS IF MEASURED FROM THE PROPERTY LINE. HE STATED THAT ALTHOUGH THIS COULD BE TRUE, THE NOISE WAS STILL A NUISANCE AND IT DISTURBED THE PEACE OF THE NEIGHBORING RESIDENTS. INFORMED COMPLAINANT THAT I WAS GOING TO BRING THIS MATTER TO THE ATTENTION OF THE BUILDING DEPARTMENT TO SEE IF THERE IS SOMETHING THAT DEPARTMENT CAN DO WHILE THE PERMIT IS STILL OPEN OR IN CASE THERE IS WORK ALREADY ON THE SITE PLANS THAT WOULD OTHERWISE CORRECT THE PROBLEM ONCE INSTALLED/COMPLETED. I ALSO SUGGESTED THAT COMPLAINANT SPEAK WITH THE BUILDING DEPARTMENT. |

SITE VISIT. TOOK PHOTOS. SPOKE TO ROBERT AND FABIAN, CONTRACTORS. EXPLAINED TO THEM THE NATURE OF THE NOISE COMPLAINT. THEY STATED THE NOISE IS COMING FROM A MACHINE CALLED THE CHILLER. THEY WALKED ME OVER TO THE MACHINE WHICH WAS PRODUCING A CONSTANT HOWL-LIKE SOUND SIMILAR TO A SIREN. WALKED AWAY FROM THE SOURCE OF THE NOISE TOWARDS THE PROPERTY LINE ADJACENT TO COMPLAINANT’S PROPERTY AND NOTICED THAT THE NOISE WAS LESS AUDIBLE BUT COULD STILL BE HEARD. ROBERT AND FABIAN STATED THAT PIECES OF PLYWOOD WERE GOING TO BE PLACED ON THE OPENINGS AROUND THE CONCRETE WALLS SURROUNDING THE CHILLER IN AN EFFORT TO DAMPER THE NOISE. ROBERT STATED THAT THE CHILLER HAD PASSED MECHANICAL AND ELECTRICAL INSPECTIONS. |
