RECEIVED A COMPLAINT REGARDING ODOR, FLIES, & GARBAGE,
SITE VISIT WITH HEALTH DEPT. SHOWS PROPERTY WITH TRASH
& DEBRIS THROUGHOUT. LARGE AMOUNTS OF PLASTIC
CONTAINERS (5 GAL SIZE) SOME ARE EMPTY , OTHERS CONTAIN
SOME SORT OF COLORED LIQUID. THE ODOR IS VERY FOUL.
THE FL. KEY AQUEDUCT AUTHORITY (WATER CO.) FAXED A
PRINTOUT SHOWING THE UTILITY WAS DISCONNECTED FOR
NON-PAYMENT BACK A YEAR AND A HALF AGO ON DECEMBER 7,
2009. THE ELECTRIC IS SLATED FOR TURN OFF NEXT WEEK IF
ELECTRIC BILL IS NOT PAID.
THE PROPERTY IS UNSAFE ACCORDING TO MONROE CO. CODE
6-27.(B)(2)G -FOR NO POTABLE WATER. AND THE PROPERTY
IS AN UNSANITARY NUISANCE BECAUSE OF THE CONDITIONS
THAT RENDER THE SOIL/AIR IMPURE, AND UNHEALTHY
ACCORDING TO CODE SECTION 21-20.(A).

RECEIVED VOICE MAIL FROM TENANT (BLEVINS) DATE AFTER
LEAVING THE COURTESY NOTICE. TRIED CALLING NUMEROUS
TIME AND COULD NOT GET THROUGH OR LEAVE MESSAGE. HAVE
NOT HEARD BACK FROM TENANT AS OF TODAY. CALLED FKAA
AGAIN TO SEE IF WATER HAD BEEN TURNED BACK ON. IT HAS
NOT. FKAA IS FAXING DOCUMENT.

DEPT. MEMO TO PROPERTY OWNER.

RE-INSPECTION PERFORMED WITH HEALTH DEPT. (DUSTIN). THE
TENANT, WAYNE BLEVINS WAS ON SITE TO SHOW US AROUND.
COLOR PHOTOS IN ATTACHEMENTS IN FILE ALONG WITH THE
HEALTH DEPT. REINSPECTION LETTER. . BELOW ARE THE
FINDINGS.
THE PROPERTY IS IN PARTIAL COMPLIANCE. SOME OF THE
CHARGES ARE IN COMPLIANCE. THE PHOTOS WILL VERIFY THE
TENANT HAS MADE AND SIGNIFICANT EFFORT IN CLEANING UP,
AND THE FOUL ODOR HAS MOSTLY SUBSIDED AND NOW ONLY A
SLIGHT ODOR EXISTS.

1) 21-76.(F) -UNSANITARY NUISCIENCE - PROPERTY STILL
HAS ALOT OF STANDING WATER IN CONTAINERS, A SMALL POND,
POOLS, ETC.
2) 21-20.(A) THERE ARE STILL LOTS OF PLASTIC
CONTAINERS THROUGHOUT PROPERTY, PILE OF BRICKS AND
ROCK, AND YARD DEBRIS.
3) 23-72. PROPERTY OWNER HAS NOT OBTAINED A LICENSE TO
RENT BUT HAS ASSURED ME HE WILL OBTAIN ONE.

SHOULD HAVE BEEN DATED 7/26/11 WHICH IS WHEN THE
RE-INSPECTION WAS PERFORMED. I HAVE CORRECTED THE HARD

SPOKE WITH OWNER AND GAVE UPDATE FROM RE-INSPECTION.
E-MAILED PHOTOS AND HEALTH DEPT. LETTER. MR. LAMING HAS
VOICED HIS CONCERN WITH THE CHARGE OF 23-72. (BUSINESS
LIC.) TO RENT/LEASE. OWNER STATED HE HAS NOT COLLECTED
ANY MONETARY FUNDS FROM TENANT. THAT TENANT WAS TO
MAINTAIN THE PROPERTY.

A RE-INSPECTION WITH HEALTH DEPT. SHOWS REMARKABLE
PROGRESS. THE TENANT HAS TRANSFORMED THE YARD INTO A
SANTUARY WITH LOTS OF FOLLIAGE, A BIRDBATH, BRICK
PAVER,, STEPPING STONES, ETC. TOLD THE TENANT I WOULD
RETURN ON FRIDAY FOR ANOTHER VISIT.

I HAVE PROVIDED ATTACHED PHOTOS. I WOULD LIKE TO GIVE

DATE IF 8/10/11 (TOMORROW). IF YOU ARE IN AGREEMENT, I
WILL E-MAIL YOU AN AGREEMENT TO ENLARGE THE COMPLIANCE
